Srinagar, July 12: The Central Government has constituted the State Level Environment Impact Assessment Authority, Jammu and Kashmir, which shall be looking at the crucial environmental impact assessment issues for Jammu & Kashmir,

Informed sources told Ziraat Times that the authority has been constituted with a view to expedite environmental clearances for major development projects and also to bring about efficiency in the entire environmental impact assessment regime for J&K.

Civil society voices in J&K have been clamoring for a stronger impact assessment process in J&K so that environmental aspects of development projects get due attention and consideration.


The authority shall be headed by Lal Chand as chairman, with Nazir Ahmed as a member. Director, Ecology, Environment and Remote Sensing will be the Member-Secretary.

The Chairman and members of the State Level Expert Appraisal Committee, Jammu and Kashmir shall hold office for a term of three years from the date of publication of this order in the Official Gazette.  

The Authority,Jammu and Kashmir shall exercise such powers and follow such procedures as specified in the said notification. 

The Authority shall base its decision on the recommendations of the State Level Expert Appraisal Committee, Jammu and Kashmir constituted under paragraph 5 of this order. Following are the members of the expert committee:

The State Level Expert Appraisal Committee, Jammu and Kashmir shall exercise such powers and follow such procedures as specified in the said notification.   

 The State Level Expert Appraisal Committee, Jammu and Kashmir shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the views of the majority shall prevail. 

The Government of Jammu and Kashmir shall notify an agency to act as Secretariat for the Authority, Jammu and Kashmir and the State Level Expert Appraisal Committee, Jammu and Kashmir, and shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions.   

The sitting fee, travelling allowance and dearness allowance to the Chairman and members of the Authority, Jammu and Kashmir and the Chairman and members of the State Level Expert Appraisal Committee, Jammu and Kashmir shall be paid in accordance with the relevantrules of the Government of Jammu and Kashmir.
