Encroachment on the Kahcharai and state land are unabated in the villages across the valley. These two main domains of land in our valley were useful for multiple purposes in public interest.

The Khacharai were used for rearing the livestock and other animals in the rural areas and even in some towns also. The livestock and animal husbandry had immense economic potential for the underprivileged classes of the rural folk. Now the people in rural areas are least interested in these pastoral occupations because of diminishing land for their rearing, as a result, our valley imports the livestock and other animal husbandry products.

On the other hand, another asset of general interest was state land which used to be available in rural areas and exploited for other developmental purposes in order to save the precious agricultural land. From the last decade, we have been witnessing the whole scenario and topography of villages is changing at an alarming pace which made this state land a causality by encroachers and land mafias.

In this regard, Hon’ble High Court of J and K has issued strong notices to Revenue Department but till date, the process of retrieving state land and Kahcharai is not getting ample results. His Excellency Governor of J and K has also issued a notice to this effect in order to stop illegal land encroachment. Even the clear cut directions were given to the Revenue Department to retrieve the state land and kahcharai but on the ground level, the results are not satisfying.

Meager patches were only retrieved at very few places. The government needs to monitor the process of retrieval drive at the micro level in villages and also get fortnightly report from all the Tehsildars of the Revenue Department so as to get wholehearted involvement of Revenue machinery in this drive.

Hope the administration will wake up and gear up to save these treasures in the valley, especially in villages so that other rural economic activities will get pace which is directly linked with their livelihood.
